Mukhya Mantri Swavalamban Yojana becoming a major source of self-employment for educated unemployed youth
Mukhya Mantri Swavalamban Yojana (MMSY) has become an primary part of the life of the educated unemployed youth in district Hamirpur. Keeping in view the multiple benefits of the scheme, the trend of youths of the district and state has reduced and they are moving towards self-employment and self-reliance. This scheme has become a major source of livelihood for many youth in the district.
Instead of going for government jobs, the educated unemployed youth are adopting it as self-employment opportunity and giving priority to setting up industry near their home. At present, 65 industrial units have been set up in the district under the scheme. For setting up different types of units, the District Industries Center, Hamirpur has provided a loan of Rs 25.46 crore through various banks as well as a subsidy of Rs 3.59 crore.
Masiyana is a small village which is situated at the end of Kunah Khud, about six kilometers from the district headquarters of Hamirpur. The fate of Saket Chopra, a 24-year-old well-educated unemployed young man of this village has changed after taking loan under Mukhya Mantri Swavalamban Yojana. He took a loan of Rs. 23 lakh from Himachal Pradesh Kangra Co-operative Bank in Nalty in March 2019 through District Industries Center for purchasing a JCB machine and other machinery in crasher, on which he received Rs 6.25 lakh subsidy from the department.
Saket Chopra has provided employment to two persons as machine operator and helper on this JCB machine. According to him, four thousand foot crashers are prepared in this crasher unit every day. Now, he is earning about 60 thousand rupees from this work every month. In addition, he provides monthly salary of Rs. 15 thousand and Rs. 8 thousand to machine operators and assistants respectively. Better arrangements have been made to ensure greenery and atmosphere around the unit.
Sufficient raw material is available for the machine and the unit from Kunah Khud. Scientific methods are used by the unit to remove gravel, sand etc. from the ravine so that the level of ravines does not go down. The ravine has been leased for this purpose so that there is no shortage of material for the unit.
Saket Chopra's father Vijay Chopra had set up a crasher unit Jagadamba Crasher Company on the banks of Kunah Khud at the same place in Masiyana village in 1988. While he expanded his father's legacy, he has also made it a means of self-employment. Other people have also got employment through this unit, which has become possible due to Mukhya Mantri Swavalamban Yojana.
Saket Chopra explains that the installation of this JCB machine has doubled the work of the crasher on the unit, while saving a lot of time as well. Earlier, there was no JCB machine for the unit but after getting the facility under this scheme, the pace of preparation of creations has doubled in a short time, while income has also increased. He has plans to provide employment to many more people on this unit in the near future.
Saket Chopra switched to technical education and studied B.Tech Civil Engineering to provide continuity to the unit set up by his father. He came to know about the Mukhya Mantri Swavalamban Yojana through District Industries Center, Hamirpur and after deeply studying the positive aspects of the scheme, decided to speed up the work of the crasher unit set up by his father. He says that this scheme has changed not only his fortune but also the picture of this unit.
On the top of this unit a dug has been made into which gatta, sand etc. is put which goes into the machine under a process and after crushing, a different size of crasher is prepared. The unit has 9 tractors fitted to carry material. The entire unit employs 30 to 35 people.
According to G. L. Negi, acting general manager of District Industries Center Hamirpur, so far 65 different industrial units of different types have been set up under the scheme. For the establishment of these industrial units, the department has provided a loan of Rs 25.46 crore through various banks to educated unemployed young beneficiaries, as well as a subsidy of Rs 3.59 crore on it.
It is noteworthy that under this scheme, 25 percent subsidy is being given to male beneficiaries and 30 percent to female beneficiaries for providing continuity to educated unemployed youth by establishing industrial units and adopting it as self-employment
