  • Chandigarh – Haryana Chief Secretary, Mrs. Keshni Anand Arora has appreciated the initiative and efforts of Skill Development and Industrial Training Department, Haryana for preparing good quality cotton cloth Masks for distributing at nominal price to the district administration and NGOs.
  • Giving this information here today, Mr. Rakesh Gupta, Director General of the Department said that a collection of various designs of masks prepared by Craft Instructors of various ITIs was presented to the Chief Secretary in her office today. She immediately took the decision to procure required masks for employees of Civil Secretariat
  • Mr. Rakesh Gupta said that there were 172 Government ITIs in State of Haryana, out of which, apparel sector related trades are running in around 90 Govt ITIs. Every year, around 3100 trainees are admitted in these one year duration trades. After completing the courses, the candidate either starts his/her own work or gets a job in apparel sector establishments.
  • Upon spread of COVID-19, demand of face masks increased suddenly. The surgical face masks available in market are costly and for one time use. Since health authorities prescribe surgical masks for use by patients only and a normal cotton cloth masks for a healthy person to keep him/her protected from the infection. Further, the Prime Minister too in his address to the Nation suggested the use of homemade Cloth masks for a healthy citizen to protect him/her from COVID-19, therefore the department took the decision to initiate mass production of masks in Govt ITIs and also to offer its infrastructure to self Help Groups for making masks.
  • He said that the idea of Department was also approved by Chief Secretary in meeting held earlier with ACS and PS of various departments. Accordingly, the Department of Skill development and Industrial Training, Haryana offered the use of its Sewing Machines for use by SHGs as per their requirement. Apart from this, the members of SHGs also started preparing the masks on their own machines and till date more than 11.50 Lakh masks have been prepared by various SHGs in the different districts in the State.
  • In order to utilise the capacity of ITIs for preparing masks in relevant trades, detail instructions have been issued as per which every instructor of apparel sector trade has been given a target of preparing minimum 50 masks per day and 1000 masks up to 30th April. In addition to this, all trade instructors have been also instructed to involve their pass out trainees to start making masks at their homes and start distributing prepared masks to the needy persons and families in their colonies/villages. If any trainee wants to come ITI and prepare masks using the ITI cloth, then an amount of Rs. 2.5 per mask will be given to her. This campaign has been started from 15th April and till yesterday more than 40,000 masks have been officially reported to be prepared in ITIs and by Trainees.
  • Mr. Gupta further informed that the Principals of the ITIs have been instructed to
  • to ensure compliance of the prescribed norms of social distancing by all staff and trainees in institute and to sanitise the machines, trade workshop regularly. He said that it should be ensured that every instructor wearied masks while preparing masks and sanitize both hands before starting work. The sample of mask has to be got passed from Local Hospital and cotton cloth is to be used. Single layer or multi layer cloth masks can be made depending upon the quality of cloth, so that masks pass the quality test.
  • He said that the masks are to be provided to district administration and local NGOs. In order to maintain the transparency and avoid any misuse of institute’s raw material, the rate of masks has been fixed at only Rs. 8/- per mask on no loss no profit basis by using institute provided cloth. However, the staff is also preparing masks by using own cloth and distributing free of cost for doing charity and social service. There is target of making 3 lakh masks in ITIs through its staff and trainees by 30th April, he informed.
